Binance founder Changpeng’CZ’Zhao has signed a Memorandum of Understanding (MOU) with the National Investment Agency of the Kyrgyz Republic (NIA). The main goal behind the latest strategic partnership is to develop the country’s cryptocurrency and blockchain ecosystem.
The agreement, announced on April 3 by Kyrgyz President Sadyr Zhaparov, outlines plans for cooperation in regulatory consulting, infrastructure development and education programs.
Support Kyrgyz cryptocurrency efforts
According to the official statement, the partnership will focus on strengthening Kyrgyzstan’s technological infrastructure, improving the security of digital assets, and supporting training of local experts in blockchain, cybersecurity and virtual asset management.
CZ confirmed the partnership in an article on X, while noting that he advised multiple governments on the blockchain framework and its potential applications beyond transactions.
“I formally and informally recommend that some governments expand blockchain to larger transactions on their crypto regulatory framework and government efficiency blockchain solutions. I think this work makes a lot of sense.”
Meanwhile, the NIA operates under the leadership of the President of Kyrgyzstan and is responsible for attracting foreign investment and supporting international operations. The collaboration with the former Binance chief aims to position Kyrgyzstan as a forward-looking digital economy and is a potential leader in blockchain innovation in Central Asia, officials said.
Zhaparov said the initiative opened a “new horizon” for the development of digital technologies and would contribute to the sustainable growth of Kyrgyzstan’s economy.
CZ’s role
The Memorandum of Understanding includes provisions on technical support, professional consulting services, and the launch of an education program to increase awareness and expertise in areas related to blockchain. With the growing global digital landscape, the Kyrgyz authorities are positioning the country to be more active in participating in the digital economy and attracting emerging technology investment.
CZ’s participation was after leaving the pre-graduate entrance at the end of 2023. Earlier, he pleaded guilty to money laundering charges in the United States and was sentenced to four months in prison in April 2024, which was completed in September. The 48-year-old former executive then turned his focus to a wider industry engagement and consulting role.
A timetable for launching specific plans for the agreement has not been announced, but both parties say the work will begin in the coming months.
