The Territory Government will release 26,000 homes in the next five years to achieve housing targets.

The bill government proposes to achieve 30,000 new homes under its national housing agreement by 2030 and has developed its strategy through housing supply and land release plans.

Every year, the bill, with the release of budgets, releases its five-year plan to release land owned by the territory to meet the growing population needs.

Previously, this was called an independent publication called Indicative Land Release Program, but now it forms part of a wider housing supply and land release program.

The latest iteration has created a plan that can be released through the government through residential land, building 25,948 new homes in the bill by 2030. Of these houses, 23,569 will be part of the multi-unit building, while 2,379 people will be separate residences.

By 2030, this will account for an estimated population growth of 47,872.

ACT Treasurer Chris Steel made the news on June 24, 2025 in the state’s budget.

Mr Steele said: “Housing is a key priority for our government in the budget. These goals will be achieved through budget investments to build more social and affordable housing, carry out the next stage of planned reforms, further land release and support investment in infrastructure.”

“We will continue to carry out the lack of intermediate housing reforms and support more housing close to transportation, services and work.”

Which area will see the most buildings?

The bill consists of nine districts and the state government provides a sign of how much housing each district will build in the release of land owned by each district.

Molonglo Valley, east of Canberra, is the newest district in the region, accounting for 3.4% of its total population, with 16,026 people. Last year, most of the region was still developing two new suburbs – Bander and Surman.

According to the government of the bill, the land provided in the area can cater to a range of housing types from multi-unit to single-home to community housing.

The most homes are expected to be seen in the next five years behind the land issuance, with a total of 7,612.

Comprehensive use and commercial venues will also be released for community centers, schools and parenting centers throughout the land release.

Gungahlin, a region north of Canberra, accounts for 19.5% of the bill’s population, is expected to see 3788 new homes from land issuance. A new suburb called Kenny can offer between 1,800 and 2,500 homes in two land release phases.

Other locations will be released in Jacka and Gungahlin Town Center, which will include a construction project.

Belconnen is the most populous area of ​​the bill, with 108,403 people, and can see 3298 new homes issued in Greenfield and city-filled sites.

McNamara plans to offer land distribution to Macnamara for all five years of the program and will be released at Strathnairn to provide commercial products to local communities.

In downtown Belconnen, there are residential and mixed-use development plans.

In the inner northern and urban areas, approximately 66,000 homes are expected to be found in the nearby urban filling sites from existing and future light rail connections.

Downtown will also see land released in southeastern Civic to provide integrated development opportunities.

The inner south will see 3130 homes issued by the land, including mixed-use locations. According to the government, opportunities exist for Kingston Frontiers, Kingston Arts District and East Lake.

3420 homes built through the land version can be seen in the Woden Valley south of Canberra.

Infrastructure investment is expected to drive this development activity through projects such as the new Woden Cit Campus, supporting up to 6,500 students each year.

Meanwhile, the extension of Canberra’s light rail line to Woden can also provide urban development potential along the corridor.

South of Canberra is Tuggeranong, which will build 993 new homes on land released by Gowrie and Richardson.

Weston Creek, southwestern Canberra, could be home to 800 new homes over the next five years, starting with community use in Chapman.

East Canberra, the smallest area in the area, will release a handful of locations at Oaks Estate for mixed and residential purposes.
