Secretary of State Marco Rubio said Wednesday that U.S. envoy Steve Witkoff will return from Moscow to a peaceful framework between Russia and Ukraine.

Rubio told Larry Kudlow during a appearance on Fox Business Channel.

He added: “I think what we have is a better understanding of the conditions that Russia is ready to end the war. We have to compare it now with the Ukrainians and our European allies, but the Ukrainians are certainly willing to accept it.”

With the strikes in the Kremlin-Ukraine war with Ukraine, Witkoff has been collecting information from Russia’s talks.

In the past, Russian President Vladimir Putin worked hard to acquire Crimea and additional land before removing soldiers from the frontline.

Rubio outlined the conditions collected by Witkoff at a meeting with Moscow leaders on Wednesday, but stressed the importance of fairness in the agreement between the two countries.

“I think maybe since the beginning of this administration, we have had some concrete examples of what Russia calls for an end to the war. So far, we haven’t had much to do.”

He added: “Obviously, Ukrainians have a say in this regard. We have to bring both sides and both positions close enough to make the final approach that President Trump can participate and achieve that.”

Trump said he would soon have direct face-to-face talks with Putin and Ukrainian President Volodymyr Zelensky to achieve the government’s goal of ending the conflict.
